Clearly lorewise this quiver would be recognized as once owned by a devout and powerful Zarosian thus it makes sense that it can protect against the GWD1 factions.
Even if the quiver had been shattered into fragments and lost until senntisten was rediscovered, the factions would still be scared of adventurers wearing it.
Shouldn't be too op for old content like gwd1. Just make it so you can only gain the protection from factions after you've permanently made it untradeable and are wearing it.
Saves a pocket slot from wearing shard of zaros.
