I think it would be non-combat only because it has no visible stats, and can only be used to teleport outside Kuradal's dungeon. The fact that some geniuses were laughed at does not imply that all who are laughed at are geniuses. They laughed at Columbus, Fulton, and the Wright brothers. But they also laughed at Bozo the Clown.

Yes, but only if you're on a task from Kuradal and you're killing them in Kuradal's cave, making it fairly limited. Even if it's classified as non-combat, you still wouldn't get to wear two of them at once. The fact that some geniuses were laughed at does not imply that all who are laughed at are geniuses. 10 would be really overpowered. Imagine 10 Berserker Ring's (i). Yes, expensive, but that's nearly the strength bonus of a whip!
Just 2 is good, so you can, say, wear a ring of slaying with a ring of wealth.
