bump The fact that some geniuses were laughed at does not imply that all who are laughed at are geniuses. They laughed at Columbus, Fulton, and the Wright brothers. But they also laughed at Bozo the Clown.

Personally I'd be fine with restricting one slot to rings that at the most give like +1 or +2 to any given stat (to allow things like an Explorer's Ring) while letting the other have whatever boost you want to your combat OR another similar ring (so you could have a Slayer Ring and a Ring of Life, or an Onyx Ring (i) and an Explorer's Ring, but not a Warrior Ring and a Berserker Ring) Because some of the rings are just so weak relative to the good ones (Explorer's Ring and one other ring that gave me a Magic Bonus that I had once are the only ones that come to mind, but I think there are at least a couple more too) that I would be fine with THOSE stacking with powerful Rings, but once you get to around +3 in ANY stat that sounds like it's more for combat than added effects like Alchemy and Teleports.
I guess, to make it simple, I support the one can be any and one can be non-combat only thing, except I think that the non-combat ones should include ones of limited combat ability when they have other functions too (in case of more rings LIKE the Explorer's Ring)

(I was too lazy to read through 35 pages so I'm posting this regardless of any previous arguments)
The only conflict I've came across while slaying is the kuradal's ring and slayer ring. Perhaps a slayer reward(one that can be bought) or just a random update could allow us to combine Kuradal's rings with rings of slaying?

There's a lot of combinations you're overlooking. For starters, the ring of slaying could be used with ANY combat ring (ferocious, onyx, Fremennik). Then there are explorers rings (for alching and a slight prayer boost) with any of those previously mentioned. A ring of life combined with a combat ring would be useful in relatively dangerous areas. And finally, for those who don't know that it's almost completely worthless, the ring of wealth with any of those.
Outside of combat, there is admittedly far less need for two different rings to be worn at once. However, it doesn't hurt to have an additional ring on you without taking up any inventory space. For example, I usually have my explorer ring on, but with an additional slot I would probably keep a ring of Charos on me as well.

Maybe the rings have been designed to be competitive with other rings, so you'll have to choose the best for the moment, not two or three that are all pretty good/standard.
Or we could just go with dual-weilding whips.

The only way adding an additional ring slot would increase your max hit at all is if you could wear two combat rings at once. If you could only wear one combat and one noncombat ring, it wouldn't be an issue.
As for speculating on how they were designed, I see them as complimentary to each other, not competitive. When I slay, I always have my onyx ring equipped (or a ferocious ring if at Kuradal's) and a slayer ring in my inventory. And I would like to think that most people with similar setup do the same.
Freeing up one inventory space from a ring of slaying or other noncombat ring with a second ring slot is admittedly a small change, but it would be a nice one and can't really be compared to dual wielding whips.
