You know you're too rich when you have 999mil of each color party hatty and put 2,000 of each color in the Falador party room so everyone can have 1 each of each color.
Also, when Jagex runs out of party hats they ask you to sell them in the G.E. and gives you a Rainbow Party Hat in exchange.
