Well, the program (whether it be NASA or something else) would likely pay for you to go. I don't think they would make you pay to risk your life.

But traveling to the moon may be another story once Jeff Bezos and/or Elon Musk setup a fully-function space tourism expedition. I can't even imagine what they are going to have to charge, at least for the first few years....
