LMods = Local moderators.
How does one become one: "Becoming a Community Partner requires one to be a part of the Community Management Team working for one of Jagex's official international partners." (Taken from RS Wiki)

Titles were removed from the RS game due to a glitch in the game, so they were removed.
They fixed the problem in-game and subsequently ... the titles were removed from the forums. As of yet, there is no known time that they'll be re-enabled on the forums, unfortunately.

AH makes sense, will be alot of work then just to dat purple forum box lol. And didnt realize the title bit was still left over from that title madness.
