Hello Tim,
Sorry to hear about the loss and disconnection issues!
However, Jagex does not return lost/stolen items. They do not have the ability to edit any players' inventory for any reason; if they did perform such requests, it is very likely that many fraudulent requests would be made for items that were never lost.
Sorry this was not the answer you seek, but the best way to regain the items is by skilling and selling the resources you gather.
