You suffocate to death while you're drowning so I guess I'd have to say drowning since the other option happens while drowning.

^ Not entirely. I'd say drowning is a subcategory of suffocation by a specific means. Normally you would consider drowning to be caused by the inhalation of water and suffocation to be the cutting off of airways (covering mouth or choking).
