It iss actually true, his name was Rab, he had a Jagex Moderator account called 'Moderator'. His real name is Rob Law.

Rab wrote Romeo & Juliet quest four or five months before the release of RS using the scripting language RuneScript. Rab was also one of the crators of the quest Prince Ali Rescue.
