I also think that slayer is going down the drain, and while I agree with some of your ideas on how to fix it, I don't think a new slayer master would work. Prices stink right now, but that's not just a slayer problem.
Here are things I think that do need to be fixed in slayer though
1) extend Kuradal's dungeon. a black demon and nech room would be very nice, maybe even unlockable only with a certain amount of slay points. Would give slay points another use
2) Ability to double (triple?) your task count. This could fix xp/hr a bit by being able to triple good xp tasks such as bloodveld, dagganoths, hellhounds etc. Maybe another use for slayer points
3) New slayer monster!!!!! I can't stress this enough. Aquanites was a lame update. Maybe one between abyssals and dark beasts, and another one after ice strykewurms
4)Make the fero ring count as a slayer gem. for god's sake just do it already
