The opposite is true. Most Mahjarrat have a physical strength that is much greater than the average Human. In Hazeel Cult, if you chose to help Hazeel, you saw that he was combat level 296, and is considered weak in his newly resurrected state by the other Mahjarrat. General Khazard was level 100 something, but I think if Jagex revisited this quest, they would make him much stronger now than he was back then.
The only exceptions I've seen are Lucien, who is a mere level 14 in physical combat; and Jhallan, who is weak in all aspects by Mahjarrat standards from missing the ritual a couple of times. However, Jhallan is still of decent strength, shown by the fact that he can still shapeshift and conjure objects, though it drains his strength.
The guards of Caras Nwalmon are of decent strength, so I don't doubt that they could easily wield broadswords and the like.
As far as Sara is concerned, no she has nothing to do with Saradomin, and that thought never occurred to me until you said so.
