Big Cat Congress is the seminal event in the big cat calendar. Big cats from all over the world, from zoos, enclosures and sub-Saharan jungles convene in world capitals to discuss, debate and ratify joint positions on issues of the day.

Big Cat Congress was first held in 1945 in the last vestiges of World War II, bringing together 180 big cats representing 250,000 big cats from all over the world to condemn the human slaughter and call for peace and unity of the big cats. House cats attended as observers. Since then, the Big Cat Congress has been held every 4 years without fail.

Today the issues facing big cats are more serious than ever.

On the agenda for you, delegate to Big Cat Congress, chosen by your people, is:

1. Bankruptcy facing the World Federation of Big Cats
2. Deforestation and climate change affecting habitats
3. Poaching pandemic - the widespread killing of big cats
4. Enslavement in human zoos and tourist enclosures - reparations? insurrection?

Nikita was about to step into a plenary session of the Control Council.

They were about to issue a memorandum, that would go in person to voting delegates, embargoed for no press release and held in the paws of the organisers under the CC, telling the voting delegates in person that the CC had ruled the postulation of the Secretary General for a second term at the helm of the Executive Council was constitutional.

As outgoing chair, himself up for re-election at congress, Nikita Nzimande had to explain to voting delegates and disgruntled cats on the EC that despite the simple majority vote against the postulation for a second term, which the Secretary General had defied, appealing to delegates, the constitution indicated that this vote had been unlawful, because the constitution stipulated that it took an absolute majority to vote on continuation of the incumbent position.

Now, Nikita was responsible for the trajectory of this absolute majority vote and the complications and drama that would unfold.

Donny Toyosie saunters into the big cat congress; his third as the Head of the Melanistic Acceptance Board. To look at he's a black panther - and that's the problem. There is no such as a 'panther'. The group panthera comprises lions, tigers, jaguars and cougars (amongst probably other things - wiki it if you have to,) and the latter two have a rare tendency to produce cubs who had a high dosage of melanin - black pigment - that made them jet black. But a black panther as the laymen called it, could be a cougar or a jaguar, two completely different animals. The Melanistic Acceptance Board had been set up to fight back against this mischaracterisation that black-pigmented big cats are 'panthers'. There were only cougars and jaguars.

And sometimes people called cougars pumas or mountain lions, but Donny Toyosie was not part of any executives lobbying for those causes and so didn't care about the issue.

As an affiliate union of the Big Cat Congress, Donny Toyosie was part of a voting bloc which accounted for 1/3rd of the total votes that went towards ratifying decisions. He was a big wig as well as a big cat, and a fat cat to boot - his collar was silver studded.

Donny Toyosie was here to represent his members, and to show soft power, to lean on those and squeeze them for every ounce of their worth. He saw Nikita - a lion amongst cats, in terms of standing (but not in terms of genealogical taxonomy,) and prowled over to the man. This was someone who it was worth allowing political debt to accumulate with.

"Hello mate," Nikita said to Donny. He looked around him. The other outgoing members of the Control Council were late anyway.

He slid the white conference doors shut, and flicked a metal bar that knocked them together. Then he blinked at Donny and asked him if he fancied a coffee and a cigarette. He invited him over to the patio behind the Sheffield Mutual Trust stand, where they could stop for a drink on the way out into the humidity.
