My probably not that good attempt at creating what I think could be an amazing grandmaster difficulty quest without combat or combat requirements. I included a boss encounter, a high level skilling hub, a new way to utilize your player owned ports and one more reason to revisit several skill based minigames. So eh. Without further ado.

A forgotten city

Somewhere on Anachronia exists a place, so mysterious, so well hidden, no mortal could ever hope to find it. An ancient city of legendary treasures, forgotten knowledge and mythical beings.

As the player makes their way across the Anachronia agility course, they spot a new, unexplored route. A new section of the course seems to have formed. Upon accessing this new route, you're prompted with a message, stating:

"An eerie feeling washes over you. This is an unnatural path and exploring beyond this point may be dangerous. Are you sure you wish to advance?"

As you continue, crossing several obstacles, you get the feeling you're being watched. You can't detect anyone around you, so you keep going. Eventually you arrive at an ancient gate. Overgrown with vegetation, it appears no one has crossed it for hundreds of years. It requires your knowledge of farming and woodcutting, as you prune and chop the wildgrowth away, allowing you to finally open the old gate. You wander through and your sight falls on what appears to be a massive stone statue, partially crumbled away and overgrown, blocking the entryway. As you approach, it suddenly wakes up and speaks to you with a thundering voice.

"Halt, mortal."

It's up to you to convince this creature to let you through. Whatever you choose, if you want to advance, it requires you to prove your worth. You're asked to bring it a gift of mastery , a gift of exploration and a gift of blessings .

The gift of mastery is acquired on the Arc. Chopping bamboo or golden bamboo occasionally gives you fragments of wood. Doing any kind of farming activity gives you fragments of vegetation. Mining crablets gives you mineral fragments. Catching any kind of kami spirit gives you ethereal fragments. Stealing on waiko or cyclosis gives you stolen fragments. Collect 50 of each, weave them together with 100 ancestral energy to create a gift of mastery.

The gift of exploration is acquired by finding 5 souvenirs across various places in Gielinor.

A Mummified Paw can be found in the engraved sarcophagus in room 8 of Pyramid Plunder.
An Icon of the Desert Pantheon can be found in a sarcophagus in the Shifting Tombs, but may require multiple runs.
Elnock Inquisitor will give you a grand impling jar, which you need to fill with each type of impling, up until Kingly. Returning it, will award you with a Jar of Impious Mysteries
A Gnomish Bonsai Tree can be bought for 15000 vinesweeper points.
A Gift from the Eastern lands can be acquired by seeking out at least 5 player owned ports adventurers of your own choosing. More is also possible, but not necessary. These adventurers can either appear in your port by themselves, or you can go and find them. Ursula, the barmaid, can help you locate them. Once you've recruited the adventurers, who will all be happy and eager to help you after you've helped them complete their mission, you sail to a small island in the Shield region. There you will convince the local population to part with a gift, by aiding them through various means, with help of the adventurers you brought along.

Along with Sojobo and Shanao, the Tengu , you will prove your prowess in an obstacle race against several local athletes.
Lydilla, the Architect will help you fix some run-down houses.
Carlos Napp, the Chef convinces you to help him create a feast for the villagers, using local ingredients and your combined culinary insights.
Aagi, the Memory will ask you to help her repel the nightmares that plague several children.
Honovi, the Exile will aid you in exploring an abandoned large building where several superstitious villagers heard some strange noises.
Hubbub, the Whaler requires your help in tracking down a monstrous fish in a deadliest catch-style minigame.
With aid of Bethan, the Biologist , you will create a potion to cure the sick child of the village leader.
Reginald, the Trapper will aid you in tracking down and capturing a dangerous beast that threatens the local population.
Tomlin, the Missionary needs your help in an exorcism on a cursed villager.
Along with Zu Zu, the Occultist you charge wards around the village that keep the villagers safe from certain supernatural threats.
Along with Ling, the Assassin , you infiltrate a bandit's lair to assassinate its cruel leader.
Marcus Fine, the convict asks your aid in retrieving some goods that were stolen from the local population. The bandits responsible have stashed it in their hideout.

There's an achievement in helping every single adventurer with their task, to give completionists something to do. Each task is its own minigame and may be repeated after the quest as an alternative means of training each associated skill. None of the tasks require any combat. Instead you need to use your wits and your skills to complete the various challenges.

Once five different challenges have been completed, the local treasurer gives you the Gift of the Eastern lands. He also opens shop where you can purchase various rewards for local favour.

All five souvenirs have to be placed in a trove near the ancient stone guardian, which completes the gift of exploration.

Finally, the gift of blessings requires you to seek out various powerful creatures, who will bless you with an elemental seed.
The Jadinko queen will grant you the seed of life, for 100% jadinko favour.
The seed of earth can be obtained by achieving 5000 Goebie reputation and talking to Xinachto.
The seed of water was acquired by the Menaphos ports leader, who will part with it for 3 small, 2 medium or 1 large menaphite gift offerings, if you've achieved at least rank 8 reputation with the Ports district.
The seed of the wild is given by Nyriki Tapio in the Big Chinchompa area, if you get 1500 points in a single match.
The seed of fire is given by the Phoenix in his lair. Entering the lair will prompt you with a choice, enter the lair as usual, or seek out the seed of fire. The latter turns the creatures inside neutral, including the phoenix. You will have to build its pyre as usual, but instead of giving you some feathers, he will give you the seed of fire. With all elemental seeds in your inventory, you can combine them and create the Gift of Blessings.

Once all three gifts have been brought to the ancient stone guardian, he states that you are now worthy to pass, but that one final challenge awaits you as you enter. Its corrupted twin.
It will require all your knowledge to defeat and trap the twin, but if you do so, the city will open to you.

The corrupted stone guardian is a monstrous being, infused with negative energy and corrupted elements. You have a corruption bar, which you need to prevent from filling up. If it fills entirely, you lose the fight and have to restart it.

First it will create a negative visage that will slowly close in on you. You will have to drain it, giving divination experience. A higher level allows you to drain it faster. Make sure it doesn't touch you or it knocks you back and increase the corruption bar by 25%. Run around the corrupted stone guardian, traversing various obstacles, as you slowly drain the visage. Once it is fully drained, phase 2 of the fight begins.

Your attention is now focused on weakening the boss. You can do so though various means. You can charge wards that will slowly drain it. This requires knowledge of Runecrafting and will give experience in the skill, depending on your level. The more wards are charged, the faster the boss is drained, but they will slowly lose their charge over time.
The guardian will cast a field of darkness around a beacon. Standing in it will slowly fill up your corruption meter, but you will have to do so to light the beacon. This will give firemaking experience, and once fully lit, it will remove the darkness around it. Again, higher firemaking skill lights the beacon faster. Standing near a lit beacon will also gradually decrease your corruption bar.
The boss will spawn corrupted vines that can be pruned for farming experience. Letting them grow out of control will restrict the areas where you can go, so it's advisable to keep them somewhat in check. Once pruned, the corrupted vines can be tossed in a cauldron, giving herblore experience.
You can mine sandstone around the area, which you can turn into molten crystal at the beacons and turn into flasks. These flasks can be filled from the cauldron and tossed at the boss. This will also weaken it, speeding up the process.

Finally the boss will cause wild growth, which needs to be chopped away using a machete. A higher level machete, as well as a higher woodcutting level, will increase the speed at which you do so. You can fletch the growth into traps, which you need to snare corrupted spawns, which jump to your location every few seconds. If they hit you, they fill up your corruption bar a bit. The way to counter it is to place a trap where they land, then quickly move away. Each corruption spawn caught gives hunter experience and weakens the boss. Eventually it will collapse on one knee and spawn pillars around it. It will destroy every ward, cauldron and beacon as well.
Every 20 seconds it will charge an attack, which will hit you, filling your corruption bar by a hefty amount, unless you hide behind a pillar. It will then hit that pillar instead, destroying it in the process. Your job is to mine away at the boss, weakening it further. Make sure to fully weaken it before each pillar is destroyed. Once you succeed, the uncorrupted stone guardian will appear, grab his corrupted twin and throw him in a nearby cave, then seal it off. It will thank you for your aid and allow you to enter the forgotten city.

Rewards:
One million experience, divided in 10 parts. Claimed through the ancient stone guardian. Usable on any skill over 80.
Access to the ancient city, with its many rich resources and high level skilling options.
The exclusive skiller's guild with portals to various skilling locations and D&Ds, including the island on the Shield, accessed during this quest.
Achieving 99 in every non combat skill unlocks purchase of an exclusive "skiller master cape", which grants access to 2 skill cape perks. It will also allow you, once a day, access to a free Juju buff of your choice, which lasts for one hour. Finally, it provides unlimited teleports to the skiller's guild.
You can create new machete types. This will require the previous tier machete and its required gem. Topaz > Sapphire > Emerald > Ruby > Diamond > Dragonstone and finally Onyx. An Onyx machete also requires 2 gold leafs.
Ability to fight the corrupted stone guardian again. Access requires another set of gifts, however, obtaining them is a lot faster now, as the involved NPCs will part with their contributions with no further requirements. Do note that each item is unique and needs to be used before it can be re-obtained. The corrupted stone guardian is a high level skilling boss, with good skilling based rewards. This includes missing pieces of skilling outfits, raw resources and a few unique rewards, including a boss pet. There's also a boss collection log achievement and associated title.

The city itself is inhabited by an immortal race of spiritual golden beings. Similar in appearance to, say, GW2's Exalted. They have access to ancient knowledge that, among other things, created a dome over the city that disabled all forms of combat, as they despise violence. There are various vendors, a grand exchange and several other unique features.
