The logic goes that Luxon could break a promise made on Zamorak because it's Zamorak, the god of chaos,and he likely wouldn't punish Luxon for breaking his promise;
a promise made to Saradomin is like an atheist making a promise to God (well, sort of); why would Luxon keep a promise to a god he's fighting? Thus, Guthix is the middle ground, the only option left.
But the more I read about Saradomin, the less I like him. I've always liked Guthix, but he doesn't do much...as least in non-members. When I looked up the god Armadyl, I was astonished to find a god that was nicer than Saradomin. You have to wonder why Armadyl has such a small group of followers...
Edit: Surok Magis, the leader of the Dagon'hai IS evil (I was a member for seven days and had the misfortune to deal with this fellow...). When I chased him, he nearly got me killed by Bork. The other Dagon'hai are hilarious though...
