Do you realize that 200 mil xp gonna take about a year?
Only if you play every day like 12 hours :O .
But I guess you don't play that much. Only if you don't have a life (no offense for people who doing that).
Getting 2 phat sets ain't so hard though. With 91 runecrafting, you can make like 1.2 mil each hour. I'm currently 88 runecrafting still working on 91 runecrafting then making cash for phat or 99 fletching(don't know yet).
You should check out 'Phoenix odin' clan chat.(R*community)
Many good Runecrafters in that chat and people top 100 ranked in Runecrafting.
