You can kill them as long as you have Protect from Melee, so 43 should be enough. A higher level will only effect the Prayer points you get from a Prayer potion :p
You could start at 1 ranged, although you would hit really low as the accuracy of the Dwarf cannon is based on your Ranged level. I would advice starting at Ogres or Slayer tasks untill you have at least 70 Ranged.
There is a problem with black demons now though, they are infested with bots... So even if your Ranged level is high enough to be affective, the bots will probably slow you down *a lot*.
If you want the best Charms I'd really advice Greater demons in the Forinithy Dungeon, there's a risk of PKers though, but if you manage to get 1500+ Total level and go to a 1500+ Total level world you'll be 99.99% safe. (I cannoned 88-99 Summoning in a 1500+ total level world and haven't been killed once, due to my combat be lower then almost everyone else's by at least 30 levels)
It's really something to take into consideration as Greater demons were already twice as fast without the bots at the Black demons.
But even if you don't get 1500+ Total it's something to keep in mind, as you won't need the most expensive armour ever to go there, just an amulet of glory, some dragonhide chaps and a few cannonballs will do.
