Since the update that split the F2p and P2p bank space, I can use the bank perfectly, as long as I don't have over 78 F2p items in it (which I don't). I can even bank P2p stuff, I retain the P2p limit, but I just can't use it or obtain it (except unequipping my member's items, of course).
I used to buy all common F2p items and put one of each in my bank to be able to still use it when I was about to take a break from RS, but luckily that is no longer necessary.
Just make sure you have less than 78 F2p items and you'll be fine when you stop being a member again.
