It's the base chance on that course; each level decreases the number by 25, so at 90 agility it'd be 1/32190. But yeah, even with that, on average it should take you past 20m+ agility exp to get the pet on that course!
Overall, I'd prefer Hefin course because of its scenery, free prayer exp and more balanced exp output (I think OSRS is at that point where all skills should have a 100k exp/hour method at 90+, but not higher than that). But Ardougne course is better in terms of making money; I didn't get even a fraction of the 200m exp in gp for doing Hefin, whereas if I did 200m agility at Ardougne, at current amylase prices I'd make about 840m gp, which is even more insane if compared to the value of gp in RS3! > )
