Why can't the certificate be traded by a newer player? I understand the not having 3 quest points but this I don't get.

Hey Julien Grim,

If you still haven't completed the quest, check out the in-game clan chat "OSRS SOA" and you'll be able to find a partner there. Also, new accounts have trade restrictions set in place (this includes quest items as well) but I'm pretty sure you're able to use the certificate on the other player.
