I have played runescape off and on for over 10 years now.
Within the last few years i have played the mobile version off and on as well.
I had a mobile account connected to gamecenter. I say had because for the past couple of months whenever I attempt to use gamecenter to log in, it says “Gamecenter una*available”
I had already put a considerable amount of time into the account and would rather not have to start over. Any help would be appreciated

i have not changed to an android device
im aware game center accounts can only be accessed by ios
but with game center being unaccesable i was hoping there might be a way for the account to be recovered and altered to a regular account

Have you tried a web-search of the "Game Centre unavailable" error message?
This is a known tech problem for some people and there are various fixes posted online. Others have contacted Apple Support for help fixing the problem.

The Bobthakitten account is still there.
If you want to not have to use Game Centre to access Bobthakitten the account needs a login email/password set to it.
If you haven't added a login/password previously, you need access to the account through Game Centre to be able to add a login/password now.

Investigate trying to get your Game Centre working.
