Currently on mobile it feels like at best a guess to what you are actually selecting to report the player for, can it be made to have a two click seletion? First highligting the rule and then again to officially select it?

I see what you're saying and yes I could agree on perhaps another menu that opens up that says "are you sure you want to report 'player x' for 'insert report selection here'"?
