Members google balance issue

There's no option to use remaining balance along with another payment option. I have $9 google play credits that i want to put towards a purchase, but it only lets me choose one. Either paypal or google play, for example. The option is available for other apps on the store, so I'm wondering why it's missing here.

Jagex has never permitted a mix of payment types when purchasing.

Is there a reason? The only thing stopping me from subscribing again is the fact that I have $9 in google play that I can't use.
