OSRS
is
the new version (launched on the 22nd of February, 2013), so your stats were never there before. As it's an entirely new game launch, everyone started from scratch.
Unfortunately, there is no solution to your problem, other than training up on OSRS, or using RS3.
You can now buy Bonds, if you wish, which would help you progress faster (buying them from JAGEX, and then selling them in-game, for gp).
If you are starting over on OSRS, it'd be a good opportunity to consider which game mode appeals to you the most (out of the normal/Ironman/Harcore Ironman/Ultimate Ironman modes, and the Deadman competitions).
