It is not for making game content suggestions. Please use the Game Content Suggestions Forum to submit suggestions for new content or the Existing Game Content Forum to submit suggestions for improving current content. That is where the developers and other players are looking for it.
You might also wish to read the Good Suggestion Guide to see what Jagex looks for in players' suggestions, as well as explain how you think space exploration would fit into the existing lore and content of RuneScape.
