Well we're talking about the golden city here and any major update these days comes with some kind of cash sink and you also have the term wine sink. So an apt name I believe would be.

The Money Sink. Three gold coins in a cocktail glass would be the sign above its door.

Shebeen's Speakeasy ~

The bartender can be an NPC named Shebeen (which I believe is a South African term for an illegal alcohol establishment), it sounds Kharidian anyways.

I'm jumping into headcanon here. Shebeen is actually the daughter of a deceased agent of the allegedly extinct Black Ibis group. This group is trying to subvert the pharaoh after the government of Menaphos had driven them to near extinction in ages past.

After her father died, she took up the cause by letting the few remaining Ibis members meet in the basement of her bar. She flirts with a local royal inspector (which she knows makes him uneasy [which makes him cut corners on her inspection *in order to get away from her more quickly*]).

She is quite proficient with her curved dagger (belonged to her mum), throwing knives (learned from a merchant sellsword who owed a significant tab), and poison darts (she holds a darts tournament once a week which she rarely loses). It is also well known that she can drink any Menaphite under the table.
