All the small balloons to get the scraps are no where to be found. Was that mini quest only for one day? and if it was why are the NPC's to complete the quest still at Draynor Manner? Can someone tell me if the quest is over or is the quest glitched?

Yep, I just wasted over an hour or more trying to figure it out, Pete gave me the pointy stick, said no rush and it does nothing, won't pop the balloon or anything, I used it with everrything around, looked for balloons, even tried using it with the wise old man and he didnt know, one day events are just not fair for everyone who cant live in runescape every moment of our lives, it should be removed if its over, and it should be fixed if its broken, I reported the bug, but jagex already has my money, and I think the new owners just dont care anymore, hence the cheesy spring event and this broken event, and the lockouts. seems like things are just falling apart.

One day events like April Fools and Runefest always lasted one day regardless who are/were Jagex's owners.

I have found a single respawning balloon as of 15 mins ago.

Go west of Draynor stone to the cabbage patch next to the allotments,
Look for the scarecrow in the northeast corner of the patch.
The balloon respawns there within 15 seconds of popping the last.
The currently spawned ballon seems to patrol the farm patches around the cabbages.
I had 100 scraps within about 8 balloons.
Off to see if the turn in works.
