Cant buy premier membership

I've tried multiple times to buy premier membership, but there doesn't appear to be a way to get to it from the main website. Additionally, I cant find any way to get in contact with official support personnel. Even the main "Contact Customer Support" page is a LIE! Because there's no way to actually contact anyone! It's just an assemblage of articles and "help yourself" support pages. There's no way to contact anyone!

I have purchased membership packages multiple times, 12 month and 6 month options, and originally my membership had over 2 years worth of prepayed membership. (partly because I kept buying it trying to get premier membership)

Now the main "purchase membership" page doesn't even show the 12 or 6 month options, only the 1 month option.

The website and payment system is GLITCHED, and if jagex cant fix it, then they at least need to hire support personnel who can manually resolve problems.

You either have a payment method issue or a technical issue.

How did you pay for your current membership? here on the website or via a third party app e.g. Google, Apple, Steam etc.
The method of how you paid for your current membership may have influence on what you have available on the payment page.

To deal with a possible technical issue, try clearing your browser cache.
Instructions: How to clear your browser Cache
Then try the payment page again.

I paid for the membership using a Debit card (which rings through like a mastercard credit card). I did not use a third-party. I punched my card details directly into one of the pages. Jagex has my card on file.

Note that I retried early this morning, and it looks like the most recent 6-month package might have replaced what I had before.

Here's what I see: (incognito window is used because it ensures the session starts clean; It scrubs every form of local storage, including the various cache mechanisms)

I can see that you have over two years of paid membership to be used up before your next rebill date!
I suspect this is why you are unable to buy the twelve month Premier membership.
Jagex don't let advance membership get too far into the future.

It is certainly worth messaging Billing Support to explain the predicament and try to get a refund of some of the membership already paid so you can, instead, buy Premier.

Go to the Refunds support page, click the 'Contact Us' button and use this navigation to get to a message form: No -> Jagex -> Request a Refund
Billing Support might take up to 48 hours to reply.
