Can't buy bonds through Steam

I have the funds in my wallet, the site has its correct pricing for my region (Brazil) and I'm trying to buy the 3-pack, however as I check out, I am immediately thrown into a payment failed screen, my funds are withdrawn and refunded to my steam account. A quick google search tells me that about two years ago buying bonds wasn't possible through steam, if that's the case, why do they support the transaction to begin with? I tweeted at jagex support and contacted steam, wondering if it's a regional issue or just some minor error in the system.

If you are logging in from Brazil, your membership would be handled by Go4Gold, the gaming portal of BoaCompra.

It could well be a regional issue that is preventing you from buying Bonds through Steam.
