I was wondering if anyone knew when Premium Club would open back up? I have wanted to sign up for it all month but just my luck that when I decide to do premium club that it would be closed and not able to sign up for it.

If anyone knows if it is a yearly thing or only once in a while would be helpful.

Yep, Premier Club is a yearly thing and should come back available around November this year.

It was available between November 15, 2021 - March 1, 2022, just to give an idea of the timeframe it was last available in.
