Over 24 hours have passed, still no membership. I purchased on the 29th along with treasure keys and recieved only the keys.
Now I am left wondering will I ever receive the membership nevermind my initial concern of will it be in time before the party hat event closes.

There has been no notification within the in game store to 'pick up' my membership and the money has left my bank with the transaction showing on my Google play.
Time is slowly running out

I can see your account is still not a member.

Work through all the checks:
Check the confirmation email you have about the purchase to tell you exactly what you bought.
Check your bank account to see if the money is still out or, perhaps, has been refunded.
Work through the points on the Common Mobile Payment Issues support page under "Membership / Item not added to account"
There is a link to Google Play Help on that page as you need to start with an enquiry to them.
