JMods do not regularly monitor the forums and they don't do any payment support issues e.g. Premier Club, via the public forums at all.
To message Billing Support to request that your account be checked, start on the
Refunds
support page and use this navigation:
Contact Us -> No -> Jagex -> Request a Refund
I know a refund isn't the issue you have but Jagex are directing all Premier Club queries to be done via that contact point.
