One thing to check first - do you own more than 1 account?
If so, it could be you purchased the key on a different account.
If you don't, it's likely the
Treasure Hunter key error
currently affecting some players.

Refunds are fine, and Jagex recommends you request one if not satisfied with your purchase!
Disputes / chargebacks does cause account locks due to the nature of the action of charging back after purchasing an item.
