I currently have Premier Membership which does not run out until 20/01/2023.
However, I have not received this month's December Premier Reward pack and I cannot enter the Premier Vault which keeps saying I need Premier Membership which I have.

If the game is telling you that you need Premier Membership, it means the Gold Premier Club you bought last year has finished.
When you buy Premier, it immediately pushes any existing membership you have back so that, when Premier Club finishes, your account returns to its previously bought regular membership.
Your account has membership until late January but it is the remaining regular membership that was bought
before
you signed up for Gold Premier Club.

Yes.
You can choose to buy Premier at any time between now and 20th January.
Buying it a bit early will put your residual regular membership on hold again.

Does this apply to membership purchased with bonds as that is how I normally pay for membership.

No. Jagex cannot auto-renew a membership if players are paying through a Bond redemption.
