Hi,

Is it necessary to use the email account linked to my runescape account to purchase on mobile? Can I not use another account on google play to make the payment and buy the pack?

You cannot unlink one Google Play account and link another in order to buy something through the other Google Play account for your RS account.

Once you link your RS account to a Google Play account, the link cannot be severed.
You can change how you log into your RS account when you unlink a Google Play account but, if you re-link, the same Google Play account will pop back up.
