hey i bought 120 bonds yesterday in quick succession and after checking and selling them i saw that i only received 100 bonds. i definetly didnt buy for the wrong account nor for rs3. i got confirmation emails and the money definetly left my bank account. and today i checked and now im locked out of buying bonds while the prompt ingame tells me to check the support-center to check for answers but sadly i couldnt find anything. and didnt see any possabillity to contact the paymentsupport team directly

I suspect the last 20 Bonds purchase did not succeed.
Check the confirmation emails you received as successful purchases will be confirmed in emails.

Also, Jagex set limits on Bonds purchases. These limits are there to combat online fraud against Jagex.
I suspect you have reached your Bond purchase limit.
If that is the case, you won't be able to remove the limit to buy more Bonds until the automated limit system allows you. You might have to wait a week for the limit to relax.
