I tried to buy a membership on my phone but I'm getting that "not eligible " I've never had it and my membership is monthly off my phone what do I do?

You cannot buy Premier Club membership if you are currently on a mobile app based subscription.
You would need to cancel your mobile app subscription and use it up fully then wait for your account to update as a F2p.

Once back as a F2p, you will be able to purchase Premier Club from the website (click on the banner ad on the homepage).
