I have the same issue, and yes, I had a mobile subscription. I cancelled the sub a few minutes ago via the Jagex subscription management page. I then received a notice from google play that the subscription would end on Nov. 29th. I checked again after that and it still says everything (not just premium club) is not available. Will I have to wait until the end of the month to purchase anything at all? While your comment helps confirm that my account isn't flagged or anything (as I initially worried), the mobile payments FAQ gives no suggestion on how to fix it, a timeline of when it would become available again, or if even ever will be.
I also feel like this is something that users should have been notified of as the mobile sub was started as it's a huge inconvenience.

So how do I fix this?
