Cannot submit refund request?

I just discovered a recurring membership I thought I'd canceled is still ongoing. I'm attempting to submit a ticket for a refund request but after three attempts at separate times throughout the day, every attempt has failed with the message: " Error: Sorry, a problem occurred while submitting your request, please try again later."

While maybe I'm being a little impatient I'm a tad paranoid about this due to negative experiences with other games in the past. Is there another means of contacting support about this matter?

You can cancel a membership by card, or by account, here:

If the membership is billed through PayPal, you can also cancel through your subscription management page in PayPal.

Try clearing your cache then try the ticket system again.
Instructions: How to clear your browser Cache

If the ticket still won't send, try sending from another device.
If it still won't send, it means the problem is at Jagex' end and all you can do is wait 24 hours and try again.

Jagex are very ethical about unused membership refund claims but the ticket system does malfunction from time to time.
