I did not answer the question, because I do not know the answer. I moved the thread here, as this is where the Community Helpers, who have more knowledge on how clearing a negative balance works, are more likely to see it.
I do know that often times when clearing a negative balance there are fewer methods available to make the payment, then there are ways to make other types of payments, such as membership. It may even be the case that there are different payment options depending on what country your friend is in.
If you don't want to wait for a Community Helper to answer, then the quickest way to tell would be to have your friend go to the
Settle an Unpaid Balance page
in the Support Centre, and follow the instructions in the 'Clear an unpaid balance' section to see if a prepaid card is an option for him.

The only one who can really answer your question is your friend, by using the link in the Support Centre article linked above. Forum Moderators, Community Helpers, and everyone else who replies on the forums, are just regular players, like yourself. None of us are Jagex staff and none of us have any access to other players records. We can only guess at what options might/might not be available to your friend. Your friend can look at the form and tell you what his payment options are. Which is the same advice you were provided with on your other thread.
Original message details are unavailable.
I expect suitable forms of payment will be shown when your friend reaches step 3 of clearing the unpaid balance. Your friend might have more options than using a prepaid card.
