Have you redeemed the Bond yet?
You said you bought it but, once it has been purchased, it needs to be redeemed.
Redeem a Bond for membership

To contact Billing Support to get them to check your account use the 'Contact Us' button on the Refunds support page.
(while the page topic isn't exactly your issue, the contact button will still get your message through to the right people).
Navigation on that page: Contact us -> No -> Jagex -> Request a Refund

I bought the bond with 4mil gp, and I remember redeeming it as I wasn't a member before that. It said 14 days membership on the day I redeemed it. But it expired yesterday. It expired in 7 days where it should have expired on 14 days. So now I am 7 days short of membership.

Ok then, you need to message Billing Support and get them to check your account.

There isn't a dedicated page to ask about this particular topic, so I had to refer you to the refunds page.

The Bond membership system is an automated system and it should give the account fourteen days exactly, to the minute.
It usually doesn't make a mistake as it's a computer process.

Only a Billing Support JMod will be able to assist you so please use that contact point.
