Only showing 3 bonds as I am missing 7. Paid $79.99 USD. Here's my Letter.

Like I said, Only 3 Bonds. If I only get 3 can we credit my account? or just do what's right and give me the other 7?

It is confusing that USD$79.99 is the right amount for a year of membership and is also the right amount for a payment for ten Bonds.

At this point, I think you need to message Billing Support and get them to check your account to see what happened.

Go to the Find my Bond support page and work through it.
Make sure you try logging into both game versions in case there are Bonds sitting in the other game version ( You purchased a Bond for the wrong version of the game by mistake ).
Then use the 'Contact Us' button at the bottom of the page to get to a message form.

Unfortunately, Billing Support is very backlogged with support tickets at the moment. The usual response time is within 2 days but it could be several days longer than that currently. :(
