Hi there,

I started my account yesterday. I successfully bought a pack.

I then tried to buy some bonds, and it keeps saying payment refused. I'm using a credit card in NZ. I tried two other credit cards too.

I suspect your account is too new to buy Bonds directly from the website.
If you have PayPal, try buying them through that method as I have read it is a workaround when the account is too new.

People suggest that it is pointless buying Bonds on a new account as everything a starting off player uses is quite cheap and easy to gather/buy anyway.
Jagex encourage players to do some training of their character first.
