If you are trying to buy via an in-game advertisement, it will only let you buy once.
The other problem might be that you have hit the purchase limit for your account.

It sounds like you need to message Billing Support for help with this problem.

Go to the Find my items support page, scroll to the bottom and use the 'Contact Us' button.
