Why does the Premier package discount for Runemetrics pro only apply to the single month subscription? It's silly to have a $3.99 charge monthly when the whole thing could be paid upfront.

The Premier package discount is only applied to monthly RuneMetrics Pro because that is the only one charged at full price.
Six month and twelve month RuneMetrics Pro are already reasonably well discounted (22%-23%).
I'm not asking for a discount on top of the discount. I just want full advantage of the premier discount. It's hardly a discount paying $3.99/month when you add foreign transaction fees ($1.75 in my case) onto that every month.
Foreign transaction fees are applied by (and paid to) your card company and are not seen by Jagex.
I am sorry but Jagex won't change the price to accommodate the foreign transaction fee as it isn't their charge and is completely outside their control.
Those fees also vary from country to country. $1.75 sounds pretty bad to me!
You need to add the transaction fee to your monthly charge, annualize it and compare it to the price plus foreign transaction fee you would pay for 12 months of RuneMetrics Pro, then just go with the best deal.
I understood your opening post completely. The Jagex position on that is a commercial decision. A commercial decison about what they will or will not offer.
Your reply post raised an issue that Jagex have no control over, nor do they receive any of those fees.
