Hello,
On november 24th, I purchased 1 bond, but it did not go through. I then purchased another which also did not go through, and it counted as 2 payments. This was shortly before the power outage. Purchase was done through paypal. I logged in game (osrs) and couldn't find the bonds in my pouch, inventory, or bank. I contacted jagex billing about this and no reply. I also contacted paypal and they said the payments were successful, but I told them I did not receive these in game items. They then filed a dispute. After, I tried logging in on this account and am locked out due to an unpaid balance (but I payed for those bonds) and haven't been refunded anything? Since billing is not getting back to me, (it's been 2 weeks since I've contacted them), can someone here help me out please?
