Hello,

On november 24th, I purchased 1 bond, but it did not go through. I then purchased another which also did not go through, and it counted as 2 payments. This was shortly before the power outage. Purchase was done through paypal. I logged in game (osrs) and couldn't find the bonds in my pouch, inventory, or bank. I contacted jagex billing about this and no reply. I also contacted paypal and they said the payments were successful, but I told them I did not receive these in game items. They then filed a dispute. After, I tried logging in on this account and am locked out due to an unpaid balance (but I payed for those bonds) and haven't been refunded anything? Since billing is not getting back to me, (it's been 2 weeks since I've contacted them), can someone here help me out please?

Did you check both versions of the game? RS3 as well as OSRS?
The Bonds for each game version are named differently: RuneScape Bond - Old School Bond

If PayPal said the purchase was successful and, now, Jagex has frozen your account, I am guessing the Bonds were delivered into the game version you weren't expecting.
Do you have a confirmation email about the purchase or a message in the 'Messages' tab?
The Bonds are correctly named in any confirmation messages.

This is going to be tricky:
At this point, I recommend you cancel the dispute you lodged with PayPal and request the money be returned to Jagex.
Once the money has been returned to Jagex and you can log in again, check your account in the other game version (RS3) to see if the Bonds are sitting there.
If the Bonds are sitting in the wrong game version, you can then message Jagex' Billing Support and get them transferred across. The contact point for a message about transferring the Bonds is on the Transfer purchase support page.

Yes, unfortunately Jagex Billing Support is monumentally backlogged at the moment. The reply time is currently close to three weeks. It is supposed to be within 48 hours but it is so badly backlogged that reply times have blown out.
So, a 2 week wait means your ticket is still in the queue. :(

If the Bonds are sitting on your account, I expect the reply you will get will be that you have to let them have the money back again.
The fastest resolution to get your account back into the game would be to cancel the dispute with PayPal.
Jagex Billing Support might tell you which game version the Bonds are on and offer to transfer them without you having to message them again (I am not sure about this).

Thank you for getting back to me Malua.

I canceled the dispute with paypal and was able to log back into my account. I checked runescape 3, which I haven't logged into since 2017, and found the bonds there. Since I bought them for membership, there's no need for me to transfer them to osrs. I just redeemed them there.
