I paid for a returning member to get one month premier membership and it wasn't applied. I sent like 5 emails, gave them all my information and the last reply was that my money was put back in my Google account. But I didn't even pay on a Google account. And I want my premier membership that I paid for. I don't know what's going on but it seems like someone is having a go at me.

Premier Membership is an annual membership, not a single month.
If you paid for one month, you were paying for regular membership.

Do you have other accounts? Have you checked all your accounts?

When Jagex return money, they return the money to where it came from.
If they say it went to a Google account and you don't have a Google account, it sounds like you were mis-identifying your account in your communications with Jagex.
Or maybe, you DO have a Google account.

At this point, you should investigate your bank account/s and track the movement of the money if you can.
Can you see the account it left from? Can you see its return?
Usually if Jagex reject a payment and it returns, the players bank account shows that the money never left in the first place.
So, I would expect that you will find no record at all of the payment having been made.
Is that what you see?

If you can see no movement of money, just try paying again.
