So, there are two different compatibility modes that people mix up.
One, is a setting in the Windows operating system. This setting is meant for Windows to pretend it is an older version of Windows which helps some programs run correctly. This is the setting that involves going to the rs2client.exe file and selecting Properties. This setting has nothing to do with the graphical compatibility mode of the RuneScape Client and you shouldn't need to mess with this setting.
The second is the setting you are interested in. If you are using the RuneScape Client then, after you get to the login menu, you click on RuneScape in the upper left corner and you will see Options, click that and you can change the graphics mode.
However, if you are using the new Jagex Launcher then that adds a new wrinkle. After starting the Jagex Launcher and logging in, if you need to, you see a blue Play button. There is a Setting button in the upper right area of the window but ignore that. Click the blue Play button. That will start the RuneScape Client. Briefly you will see a loading menu and there is a golden cog / gear button for you to click but if you miss that then at the screen where it says "Welcome! Play Korthala" there is a button in the upper left corner that says RuneScape that you can click to get to the Options menu which will let you change your graphics mode.
