I have the exact same issue and put in a complaint with Jagex support. I tried everything. I have Geek Squad that looks after computer issues and they say it is the launcher itself, not my computer. Waiting to see what the support people say.
I had the exact same issue.. OSRS would load fine, but when I tried installing RS3 I would get the same error.
I resolved this by simply downloading the RS3 main client, which forced the installation of DirectX. After the stand alone client finished installing, I was able to install RS3 through the Jagex Launcher
so i cant even download the launcher or anything at all i have no clue what to do it keeps going from megabites to killobites and then stops completely with the issues this launcher is having why cant you just let us choose which to use instead of locking us out of the old rs3 launcher completely
Does anyone know if they're working on a fix for this? I'm on Windows 10 with the same issue, both versions. I have Runelite OSRS working but can't login to RS3 at all because of this persistent error.

Like PerhapsLater did, I am going to make more clear this 'fix/workaround' for this issue and so you players are able to get things running as how it should be.
Apart from 'Jagex Launcher' (not being obligated) players are able to download 2 'StandAlone Clients', RuneScape and OldSchool. To be able to find these clients ... they are listed in '
Currently, the Launcher is optional. Eventually, the RuneScape and Old School RuneScape standalone clients will no longer be supported. If you don't want to use the Launcher just yet, you can follow these links to install the standalone

The 2 links in these text are the links to 2 'StandAlone Clients'.
These clients allow you to play both versions without the need of 'Jagex Launcher'. If players 'first' make these clients working (download/install) they are for sure able to play both versions.
Once that is accomplished you can now download 'Jagex Launcher' where 'Jagex Launcher' is able to find those 2 standalone clients on your computer and use them for future play of RuneScape, through these clients.
Alright, had this problem for two days with osrs. I was using the Jagex Launcher to play osrs on Runelite. I finally just redownloaded Runelite and now it works perfectly.
