Cannot logg in after recovery

My account seems to have ben hacked when i stopped playing runescape about more then a year ago.

I wanted to pick up where i left but i had to recover my account first, my password was not the same as it was before so anyways i succesfully recovered my account but somehow my account is still locked and it said to go through" billing" when i tryed to logg in, but i have tryed making an appeal there in anyway that i can but it is just not related to what happend to me
so i checked my billing for my account and it seems to be at -2016.00€ wich was not me lol
So i guess my account is Locked but i cannot seem to get it unlocked thats why i came here.
someone has told me that someone probably just hacked ur account and used fake/stolen creditcards to buy bonds and that explaining the -2016,00 euros
i would really apreciate if some off the staff could help me get this resolved...

If you haven't yet secured your email, I would do so as in order for someone to change your Runescape password, they require access to your email. You can find tips on account security at https://support.runescape.com/hc/en-gb/articles/207498275-Securing-your-account

You will need to contact Billing support to try get this one resolved.
